[Arts] Forge: Recall
* Party Member is summoned nearby the Forge when Forge is installed
* There are following restrictions
- 1 second is added to the casting time and skill is canceled when hit during casting
- Can only be summoned in GTW spot areas
- Can only be summoned when the Templar and the party member is in the same area
- Cannot summon inside the Territory Tower boundary
- When there's another Templar in the party member, skill cooldown is applied equally to the caster
- Holding, Invincible buff is applied to the summoned party member for 0.5 seconds
* Cooldown increases by 3 minutes
